Absurd godmode ahead! Allen is ridiculously powerful thanks to space and mind affecting powers, so I need to know what you're cool with and what he can't/shouldn't do.
1. He can mess with people's minds to affect their perceptions. This essentially translates to hyper-realistic illusions with no real tell. Can he control your character's senses in this way?
More than likely. Reno has no psychic defenses as far as anyone can tell. He is highly perceptive though and if there's something off or something wrong with the illusion he may comment on it.
2. If pushed, it's entirely likely that he'll try to use telekinesis to defend himself or otherwise fend someone off. May he do this to your character?
Yep. Be warned Reno may retaliate if it was unwarranted.
3. He has a tendency to wander around invisibly and intangibly when he wants to be left alone and to turn invisible or intangible when he feels threatened. Can your character see/affect spirits in any way?
Spirits in Gaia aren't quite the same as in the Tower so nope.
4. Teleportation. Unlikely, but is there anything about your character that prevents them from being teleported? Alternately, can they anchor him so he can't pop off to the other side of the tower?
I don't even know on this one.
5. It's vague, but canon hints that Testaments have some ability to read a character's will to find out what motivates them. Can he do this to your character?
Reno has a pretty strong will. His emotions don't usually exist on the surface, and he can push away emotions when he needs to. I don't know if this would make it more difficult to read him, but probably can be read in some way.
5a. If yes, what is their primary motivating emotion?
The desire to get the hell out of the Tower. Other than that, survival
6. Tying into his ability to manipulate senses, does your character have any extra senses he'd notice?
He... can communicate with his materia? It's a skill all people from his world have and necessary in order to cast magic, plus he's moderately powerful with magic.
Extending from that, some people on his world have the ability to communicate with the planet itself and it's hinted in canon books that this is inherent to all humans on that world and depends on genetics, lifestyle and willingness to try. There may be a deeply hidden ability Allen could detect because of this, but I don't know how far you want to go with that.
7. Anything else you think is worth mentioning?
He's got some kickass tattoos under his eyes. COULD BE A MARK OF SOME SORT OF ORGANIZATION. Or not.
